I have found a few instances of its use in google and from context it seems to mean cap or hat. No idea of its derivation, though.

It's Peggy. As to the rest of the program existing, that would certainly be nice, but if I have it right, the audio of this clip was used on Fairport UnConventional along with Breakfast In Mayfair (with Sandy and Simon on lead vocals), and I believe there was a comment about the poor state of the film quality making other such clips difficult. That's just off my memory though which has been known to be faulty!
