Nice find Leighton.  The song is called Tap Tap Tap with the Hammer and yes it is indeed Tim Healy.

Willie Rushton - what a classic clip and bobble hat. I remember a comedy panel game many years ago and Willie answered 'I believe she does!' to a question answered 'Samantha Fox'. Had me in stitches then as it does remembering it now.
